    Hello. I recently moved into the apartments above Knapp’s restaurant and during the recent heat I have realized there is a city cigarette receptacle chained to a bench right below my bedroom window and within 25 of doors and windows. How do I request this to be moved because it has created a smoking area?

It is my understanding that this property is owned and maintaind by the city. Why has this area not been cleaned and pressurewashed to make it safer and less of a biohazard.
