Buses must stop, but Scott Kubly does not allow them to take on an 80 year old passenger when it snows and Whitehaven between 35th and Wisconsin is a sheet of ice. DDOT does not need to put up a stop sign. Mr. Kubly just has to tell the drivers to let the woman on the bus.
