The grounds of Wilbur Cross High School are covered with trash: lots of single-use plastic bottles strewn about a couple dozen yards from the Mill River. Who is responsible for cleaning the school grounds It's sending such a terrible message to the students (and teachers and staff and parents and neighbors) at the beginning of the new school year.?
