Increasing, frustrating unleashed dogs constantly in and around Walter Pierce Park. I'm not talking about the fenced dog park. Dog owners apparently feel emboldened to let their dogs off leash anywhere near this area. I've had dogs snap at me, run right up to me and owners most often argue and yell when you remind them, even very politely, of leash laws. We need some enforcement. There are leash laws for a reason.
