How the streets are "intended" and what is required of them in reality are not the same. If you commute from the Westville side of town to Science Park, Yale Divinity, School of Forestry, or any of the offices in that vicinity, you must turn off Goffe to head up the hill. No one should have to drive miles out of their way to avoid a single traffic light when a simpler solution would be to re-program the light. It would greatly reduce congestion in the area at peak hours.

Only fewer people driving cars at the same time would reduce congestion. If the Henry and Orchard light is changed to give priority to Orchard, that would relocate more of the congestion to Henry and Dixwell or Henry and Sherman. As it stands now, morning inbound congestion sometimes backs up from Dixwell to Orchard. The only way to avoid the congestion on Henry is to not drive it, or to take it at a time when fewer other car drivers have the same idea (or to be a pedestrian, as you can sometimes walk faster but that's true all over town at places where heavy numbers of out-of-towners come into the city). I will say that if your objection is to Henry and Orchard light timing, the Goffe and Orchard timing is more 'fair'. Division also has pretty good lights if your goal is Prospect Hill.
