Sharraxaadda

I live in the 400 block of East Woodlawn Street. Behind the property, in the 400 block of East Church Lane are two houses where the dogs are out all night, every night, barking and howling constantly, too loud to sleep through. The dog owners don't care. The police have refused to deal with barking dog complaints. The SPCA will not come out at night to hear for themselves. How do I get peace?
