More than what is formal law, CSX must be asked by citizens whether or not parking trash in a densely populated area complies with their own publicly stated standards on environmental stewardship:

It doesn't take a $20M per year CEO to figure this out. Even a child would say this simply does not pass the sniff test!

Small issue, yes. But an easy fix for the company? Absolutely. Just ask and let's see if they follow through...

I tried to find an email address, but thus far unsuccessful, if we can get an email address we could set up a watch area on SeeClickFix that would automatically erport to them whenever a "trash" or "garbage" train was reported on the Trail.

Dear Philadelphia: this is a case of unbridled bureaucracy where everyone points to another agency and letters go around chasing their own tails. Who will take ultimate responsibility to take action and figure out a common sense way of making the city a little bit more livable and enjoyable by taking pride in our parks instead of allowing the train to foul up the air? I wrote the city, I submitted a formal complaint to the state EPA, I wrote CSX, and the only responses were "give us more information" or "contact another agency". Pretty lame. If I lived in front of the train tracks, I would spend the days necessary to fight for a change...but frankly, as an occasional use resident moving out, I'm not going up to bat for something this minor. Bravo to the two men who are the caretakers of the trail and do a marvelous job keeping the grounds nice, and shame on the city for not being more proactive and for Philly 311 to be a farce that pretends to offer solutions but in reality only serves as a directory assistance to send you in a goose chase around the city's bureaucratic web of departments and awful user-extremely unfriendly website.
