This problem is in Detroit Michigan and should be referred to the City of Detroit. In regards to the abandoned car, refer it to the Detroit Police Dept. In regard to the lack of a sewer top, refer it to Great Lakes Water and Sewer. The person who sent in the problem is a resident of Eastpointe, which is several miles away from both of these problems listed in Click and Fix.
