Can someone provide me with an address or landmark so that I can determine where this property is located and I will contact the property owner. Thank you.
This is a problem on Forbes Avenue directly underneath the highway overpass, as well as between the highway overpass and the railroad track crossing. It looks like an open sewer. Who is responsible for maintaining all of these properties?

What about the empty crack bags in the picture? (Okay, fine, they generally don't pose a health hazard if one were to step on them.)
...or the chicken bones, condoms, and needles strewn throughout our streets?

Thank you.

The state (specifically, ConnDOT) is not doing the greatest job keeping its properties up to code, so that wouldn't be a surprise.
It sounds like we may need a more coordinated citywide response to bring ConnDOT's behavior into line.
