I saw this same thing on First Avenue in the Heights last year, and then started just making piles of sticks in my backyard, bec I would rather it decay that way than go into landfill, but I just can't make these piles any bigger anymore, so now I have been spending $ on the paper bags, and going through all the trouble of bagging them, just crossing my fingers they go into the right place. This is nuts. I made a complaint back then to the City of New Haven's Web 311. I hope you will do the same for the new problem, or even let Pub Works know via phone, too.
