    I was waiting at the traffic signal to exit the Westville Public Parking lot Sunday 5/13/2012 at approximately 1:00p.m. and my light never turned green. I waited through 4 cycles of the lights for E/W bound Whalley, the walk light for crossing Phillips and the green for Phillips traffic but my light never turned green. I finally made my left with my light red and the Whalley traffic stopped. Had a near-miss with traffic turning right onto Whalley from Blake.

    The light doesn't stay on at night. Will randomly go out then come back on several minutes later only to go out again.

    It might be hard to see from this photo but there are both solid and dashed lines marking the lanes on EB Elm. In this morning's light it was hard to tell in which lane continued or which marker to follow. It appeared to go from 4 lanes to 3 lanes with 2 of the lanes merging into each other.

    Just watched as for the second time this week an employee of the Downtown Green Team watering the beautiful baskets of flowers hanging from the light fixtures on Orange St. He runs so much water into the plant that it runs out onto the ground for over 5 minutes after he's done. Also he waters the plants in the middle of the day further wasting water.

    Both are killing the plants.
