Continuation of homeless encampment returning to Webster as expected. Dumping trash from the back of the vehicle (see photo). No license, has been here 72+ hours after moving from Ruby, where the encampment moved. I have another photo of at least four hypodermic needles open and thrown onto the sidewalk just feet from this van.

City officials in Oakland approved a new policy that will prohibit homeless people from setting up tents in parks or near homes, businesses, schools and some churches in the city that has seen a recent spike in the homeless population.
Mayor Libby Schaaf said the policy, which will start being enforced in January, establishes Oakland's first citywide rules on homeless encampments. She called it "a compassionate response to an unacceptable condition.”
It is now 8th August 2021.

To provide: homelessness support services and programs to help homeless individuals move into shelters and housing; trash removal from parks and creeks; safe, well-maintained parks and trails; clean, accessible park restrooms; improved water quality; and park facilities repairs, by enacting an annual $148 parcel tax for single-family parcels, and other parcels as specified, for 20 years, raising approximately $21,000,000 annually with exemptions for low-income seniors, ”
So there is no shortage of cash to deal with this.
