I have noticed this too. This causes cyclists to have to leave the bike lane, forcing them into traffic where they can be hit. Furthermore, if someone was trying to get around a cyclist who was temporarily forced into the auto lane they would be going into oncoming traffic. It’s a mess and this is a busy area and sooner or later someone’s going to get hit because these drivers simply don’t care and nothing is being enforced here.
