Youth who do not live on the block are habitually congregating in front of homes 261 & 263 E 23 - loud music from double parked cars, throwing chicken bones, liquor bottles and Chinese food on private property and in the street in front of the home, they leave the cars there and get out to smoke weed. How should this be handled
