I suggest making the section of Township Line Road from Rt 23 to Valley Forge Road 'one way' from the bridge to Rt 23. No entry from Rt 23 to Township Line Road at this point.
If you need to go to the shopping center go to the traffic light at the shopping center. There is a left-turn signal there for traffic going both ways on Rt23 into each shopping center.
If you need to come down Township line road make your left turn at Rt23 & Rt113 junction (MacDonald's) and turn right at the traffic light on Rt113 and Township line.
Problem solved.
