There is a dog that is never inside. The owners keep him out 24/7. It's not uncommon to here the poor thing barking at 4am

Call the Police. There is a noise ordinance in most DELCO towns and in Broomall you will get a $600 fine if the Police have to respond a second time. If a Dog barks consistently the police have to respond. Sad for the Dog, the Owners are the ignorant ones.
