3701 Cedar Grove Road (a Tri-Level), one family residence (across from Fisher Elem School) has now placed a camper being used as a permanent residence (they have unpacked, placed chairs and an awning, children's play toys, etc, and park 2 vehicles next to it, DAILY), among the trailer, a deck was built out front and added to the front yard for recreational purposes. Being in architecture, I know Richmond residential property (under one address) is not zoned for multi-family use, especially when property taxes are involved.
