I don't think this area needs a stop sign, so much as it needs a rethink of where street parking is permitted. Sight lines here are poor, because cars are allowed to park closer to intersections than state law normally permits. Putting in some "no parking" signs to give a car-length of clear space either side of the intersection might make the intersection less dangerous.
It also might be a good place to do some extra enforcement of the "tires one foot from the curb" law, just to make sure the folks who park there are paying attention and being courteous in the way they park. I know people may not have the space to park off-street here, but if you have to park on-street, try to do it politely... it's not that hard to get your car within a foot of the curb!
(Geez, I grew up in the woods in the middle of nowhere, and Dad insisted I had to be able to parallel park less than a foot from the curb before I got to take my license exam. And the nearest actual CURB was a 25-minute drive away.)
Try making a left turn out of Garden St onto Foxhall during or after school/work hours. Something must be done with 90% of the city's roads, steets & highways.
