The van is clearly someone working at that house. There is room to get around.

There is not enough room to get in and out of the garages across from any parked vehicles in the alley, which inconveniences all neighbors. In addition, parked vehicles in alleys prevent emergency vehicles and trash/recycling collection. So your comment that there is "room to get around" is false.
