I just read all the postings on this matter. I noticed CH said she was going to call the Department of Public Works. Please let me know if you encounter any problems as I will be more then happy to assist. I will also follow up with an email to the deputy director of DPW to see how and if so when they can assist.

CH, the homeowner is not violating any City/LCI codes. Yes trash is visible from the pictures taken however the trash is not excessive. Regarding the broken fence homeowners are not required to have a fenced in property. Though it may look unattractive the city can not enforce any laws. The fence is not obstructing the sidewalk it is flat on the ground on the homeowners property. The best I can do is see if a LCI rep. like our neighborhood specialist is willing to pick the fence up and pick up the light trash that has collected in that area. However again, I want to stress if they (LCI)do decide to assist it will be in good faith because no code is being violated.
